Arizona House Approves Initiative Signature Collection Changes

The Republican-controlled Arizona House has approved a measure that will require backers of citizen initiatives to collect qualifying signatures in all 30 legislative districts.

Democrats opposed the measure that passed on a 31-29 party-line vote Wednesday. The Senate still needs to act on the proposal, and voters would have the final say in November.

Republicans argued that requiring initiative proponents to collect signatures from each legislative district allows rural Arizona voters to have a voice.

Democrats say it would vastly change the way initiatives have reached the ballot since statehood.
