Flagstaff, AZ – Tomorrow Arizona voters must decide on a temporary, one cent sales tax increase to help balance the state budget. If passed, proceeds are earmarked for education, public safety and health care. But it's the state's universities that have the most to lose. Arizona Public Radio's Theresa Bierer reports.
