And now the burn scars left behind are causing flooding in neighborhoods that previously weren’t flood prone. All this is taking a huge toll on some Flagstaff residents who live under the constant strain of threats brought on by monsoon storms, and whose neighborhoods, in some cases, are nearly unlivable.
